The Problem
Most governance forums fail for the same reason: they were designed to make people feel informed, not to make decisions. Steering committees meet monthly, review the same status pack, and defer the hard calls - funding cuts, scope trade-offs, vendor escalations - to "the next meeting," by which point the option to act cheaply has usually closed.
Our Approach
- Separate informational reporting from decision-forcing governance. Most organizations conflate the two, which is why their steering committees run long and decide little.
- Design escalation triggers before a crisis, not during one: define in advance what variance in budget, schedule, or risk automatically forces a decision at the next forum.
- Size governance to risk, not to organizational hierarchy: a low-risk initiative doesn't need the same review cadence as a regulatory program.
- Give every governance forum explicit decision authority on its agenda, so time in the room is spent choosing between options, not restating status.
Methodology
- Audit: review current governance forums, their charters (if any exist), and a sample of recent meeting minutes to see what's actually being decided versus reported.
- Redesign: rebuild the governance structure around decision rights, what gets decided at which forum, by whom, with what escalation trigger.
- Calibrate: set variance thresholds (budget, schedule, risk score) that automatically route an item to the right forum, removing ambiguity about when to escalate.
- Pilot: run the redesigned structure on a live program for one full cycle, refining escalation thresholds based on what actually surfaces.
